海洋石油・天然ガスに係る日本財団－DeepStar連携技術開発助成プログラム中間成果発表会・協力覚書調印式｜お知らせ

【開催趣旨/Background】
我が国では、2050年までに温室効果ガスの排出量実質ゼロ（2050年脱炭素化の実現）を目指すことが政府より発表されています。こうした動きは世界中に広がっており、世界の石油大手各社においても、地球温暖化対策や再生可能エネルギー代替の可能性とその課題、取るべき戦略について、認識の共有とその対応が求められています。
日本財団は2018年にDeepStarとの連携に関する覚書（MoU）を締結し、共同技術開発プログラムを立ち上げ、日本財団－DeepStar間で協力して海洋石油・天然ガス分野の技術開発を促進してきました。本締結式およびセミナーで、これまでDeepStarと連携して技術開発を進めてきた日本企業による成果発表のほか、今後の連携について、再生可能エネルギーをはじめとした環境に重点を置いたテーマで、海洋石油・天然ガス分野の脱炭素化推進に向けた、新たな連携技術開発プログラムの立ち上げを発表しました。

The Nippon Foundation (Minato-ku, Tokyo, Chairman Yohei Sasakawa) held a ceremony to conclude a memorandum of understanding with DeepStar*1, an international offshore technology development consortium, on Monday, December 6, 2021 regarding the establishment of a joint research and development program. Under this agreement, a large-scale new joint research and development program was launched by 2026 to promote decarbonization in the offshore oil and natural gas fields with a theme focusing on the environment such as renewable energy. At the same time, a seminar on the Nippon Foundation - DeepStar joint research and development program was held on the same day. In addition to announcing DeepStar's activities so far and expectations for Japanese companies in this program, Japanese companies that have been promoting research and development in collaboration with DeepStar will also announce the results under the project.
The Nippon Foundation has been engaged in various projects in the offshore development field, starting with the promotion of the shipbuilding business, and in recent years, focusing on the training of engineers in the offshore development field and technological innovation (The Nippon Foundation Ocean Innovation Consortium*2). The Nippon Foundation signed a Memorandum of Understanding (MoU) with DeepStar in 2018, launched a joint R&D program, and has been cooperating between the Nippon Foundation and DeepStar to promote R&D in the field of offshore oil and gas. With the signing of this memorandum, in response to global trends such as carbon neutrality and heightened environmental awareness, focusing on improving the environment, renewable energy, and safety, with the aim of collaborating and strengthening the consolidation of industry, technology and knowledge, following the memorandum of understanding signed in 2018, we will conclude additional joint collaboration and aim to promote decarbonization in the offshore oil and gas fields.

*1 DeepStar : A consortium of offshore technology development consisting of companies responsible for exploration, development and production of offshore oil and natural gas around the world, such as Chevron (USA), Shell (UK, Netherlands) and Equinor (Norway), which are called upstream companies, and companies, universities, research institutes, etc. that provide products and services to these upstream companies

Established with the aim of increasing the number of offshore development engineers to 10,000 by 2030 in 2016. We are engaged in activities with two wheels, engineer training and technological innovation, and in recent years, we are also focusing on training engineers in the field of offshore wind power generation, which is expected to become the main power source in the future.

講演者情報

Mr. Shakir Shamshy（DeepStar, Director）

25年にわたり、Chevron等において、石油開発上流部門の戦略策定、大規模プロジェクトへの投資評価、ベンチャー技術投資、技術移転及び展開等、多様な業務に従事。DeepStarの事務局トップとしてDeepStarの活動を取りまとめている。

※DeepStar について
米国で唯一、石油会社が参加(12 社)している技術開発コンソーシアム(非営利団体)。1991年に、世界最大の石油会社の一つであるシェブロンが主導して設立し、それ以降25年以上にわたり、石油会社が主導する技術開発を実施。
石油会社、エンジニアンリング会社、大学など60以上のメンバーが参画している。
2019年度より、日本財団と連携し、海洋石油・天然ガスに係る日本財団-DeepStar連携技術開発助成プログラムを実施中。
